But the tools to actually manipulate a PDF have historically meant either paying for desktop software like Adobe Acrobat, or uploading a sensitive document to an unfamiliar website and hoping it gets deleted afterward.

Most “free online tool” sites work by uploading your file to a server, processing it there, and sending back a result — which means your document, however briefly, sits on someone else's infrastructure. Every tool on this site is built the other way around: the processing code runs directly inside your browser tab.
Practically, that means: if you open your browser's network tab while merging a PDF here, you won't see your file being sent anywhere. It's read from your disk, processed in memory, and written back out — no round trip to a server, no matter which category of tool you're using.

The site is served over HTTPS, so the connection between your browser and this page is encrypted. The tools themselves are built on established open-source libraries rather than custom file-parsing code, which reduces the chance of the kind of bugs that cause security issues in file processing. And because processing happens locally, there is no upload step where a file could be intercepted, logged, or retained on a server.
Nothing here asks you to download or install an executable — every tool runs as a web page, for every category we build. If a “PDF tool” or any other tool ever asks you to download a program to your computer, that's a red flag; the tools on this site never will.

Small habits that save real time once you know them.
- 1Compress before emailing — most mail providers cap attachments around 20–25MB, and scanned PDFs are usually the culprit.
- 2Merge in the right order the first time — reordering after merging means starting over, so use the up/down arrows before you click merge.
- 3Extracting a single page is often faster than converting the whole document to images and back.
- 4If a PDF is mostly scanned pages, compressing it will shrink the file far more than a text-heavy document.
- 5Keep an uncompressed original on hand — compression in this tool rasterizes pages, which trades selectable text for smaller size.
A few terms explained

- Client-side processing
- Running code in your browser instead of on a remote server. It's why these tools work instantly and never see your files.
- Lossless vs. lossy compression
- Lossless compression shrinks a file without discarding any information (used when merging or splitting). Lossy compression discards some detail to save more space (used when compressing).
- Rasterizing a page
- Converting a page's content — including any selectable text — into a flat image. This is how our Compress PDF tool achieves large size reductions on scanned documents.
- MIME type
- A label like application/pdf that tells a browser or server what kind of file it's dealing with, used internally when validating uploads.
- Local-first software
- Software designed to run and store data on your own device by default, syncing to a server only if you explicitly choose to. Every tool here is local-first.

Open Tools Library started as a simple idea: the tools people use most — merging a PDF, resizing an image, formatting some JSON — don't need to be locked behind software installs, accounts, or a trip through someone else's server. The goal is to become the one place you bookmark for any everyday tool, instead of hunting down a different site for every single task.
We're building it out deliberately, category by category, finishing each one before starting the next — so what's live is always genuinely usable, never a placeholder. That's slower than launching everything half-built on day one. We think it's worth it.
